IRBM revises e-Invoice and specific guidelines

The e-Invoice guidelines and specific regulations were updated on June 28, 2024, replacing the previous versions from April 6, 2024.

The key updates in e-Invoice Guideline (Version 3.0) are as follows:

The e-Invoice exemption list now includes:

  • Contract values for trading securities on or off a Malaysian stock or derivative exchange.

  • Disposal of shares of companies incorporated inside or outside Malaysia and not listed on the stock exchange, unless the disposer is a company, limited liability partnership, trust body, or cooperative society.

  • The MyInvois Portal now shows which fields are mandatory and which are optional for taxpayers when issuing an e-Invoice.

  • A concession is provided until further notice, allowing suppliers or buyers to share either a validated e-Invoice or a visual representation of it.

  • e-Invoices submitted through the MyInvois system are now validated and assigned a specific status.

The key updates in e-Invoice Specific Guideline (Version 2.2) are as follows:

  • The circumstances under which suppliers can consolidate self-billed e-Invoices now include claim, compensation, or benefit payments from an insurer's insurance business to individuals not engaged in business.

  • Likewise, the conditions allowing buyers to issue self-billed e-Invoices have been expanded to cover claim, compensation, or benefit payments from an insurer's insurance business to individuals not conducting a business.
